R. Balasubramaniam, the founder of the Swami Vivekananda Youth Movement (SVYM) and Chairman of the Grassroots Research And Advocacy Movement (GRAAM), Mysuru, has been appointed a member of the Capacity Building Commission (CBC). The CBC is mandated to harmonize training levels and to build the intelligence and resources allocated as part of the “Mission Karmayogi,” the National Program for Civil Services Capacity Building (NPCSCB).

CBC, a fully-fledged Special Purpose Vehicle (SPV), designed and operated an online learning platform and provides a world-class learning market, will also be involved in managing all training institutions, according to the IGRAM document. The Union Cabinet nomination committee issued instructions on the appointment of Mr. Balasubramaniam on April 1, 2021.

“The commission will also make recommendations on the designation of training and capacity building standards, teaching methods and procedures, setting targets for general student training programs in all public works and proposing the required policy interventions in the Human Resources (HR) Management and Capacity Building areas,” the statement added.

Dr. Balasubramaniam (Balu) is a development activist, social composer, writer, and leadership coach. He is a doctor by training, specializing in public administration from Harvard University. Inspired by the life and teachings of Swami Vivekananda, he founded the Swami Vivekananda Youth Movement, which has grown into one of India’s most independent organizations by making a difference and making a positive impact on the lives of the poor and marginalized.

The National Capacity Building Program is designed to lay the foundations for the capacity building of Public Servants. One of the program’s key objectives will be to support the transition from ‘established rules’ to ‘roles based on personnel management, aligning work with public servants by matching their skills to the job’s needs.
